This document discusses some policy issues in British higher education. Section 1 covers the expanding concept of higher education. Section 2 discusses various objectives in higher education including competence; acquisition of skills for servicing the community; enjoyment; exploration of a field of knowledge for its own sake; critical awareness and commitment; and knowledge, empathy, and research. Section 3 emphasizes the advantages and disadvantages of the binary system. Section 4 reviews the dilemma of costs. Section 5 presents means to implement the objectives. Emphasis is placed on the diploma of higher education, the unit system, new courses, techniques for learning, the open university, higher education and other forms of experience, and the creation of a think-tank on higher education.
