A compilation of validated and non-validated instruments and evaluation strategies is presented. These are designed to elicit data regarding: 1) the sources of information utilized concerning the evaluation of instructional materials; and 2) categories or classifications of different types of evaluation activities employed in assessing the materials. Part I discusses the concept of formative evaluation and presents the Sanders and Cunningham model as the conceptual scheme for categorizing the nature and function of each instrument and strategy. Part II offers evaluative instruments and strategies which deal with: 1) career development learning; 2) learner characteristics; 3) instructional objectives; 4) the contextual feasibility and utilization of instructional materials; 5) product purpose, use, and evaluation; 6) the author's reaction toward instruction; 7) learning outcomes; 8) content and construction review; 9) variability; 10) performance criteria; 11) one-to-one evaluation; 12) adjusted gain scores; 13) product evaluation; 14) learner reactions to instruction; and 15) the cost-effectiveness of instructional products.
