Presented is the annual report (1972-73) of a Paterson, New Jersey, urban early childhood education project for culturally disadvantaged children from pre-kindergarten through grade 3. Noted is recognition of the porgram by the U.S. Office of Education as successful, cost effective, innovative, and exportable. Background information provided includes achievements and statistical results of the previous 2 years. Explained is the evaluation of 90 project children (randomly selected from each grade level) whose performance was compared with control groups of disadvantaged or advantaged children not in the program. Described is the testing program which used the Peabody Picture Vocabulary Test (for all children); the record of performance objectives, the Stanford Achievement Test, and the Child Behavior Rating Scale (for the first, second, and third level children); and the staff developed Skill Assessment Test and Identity and Body Parts Checklist (for pre-kindergarten and kindergarten children). Noted are procedural aspects such as provision of test feedback and inservice training to teachers of experimental groups. Test data are reported to indicate that experimental groups made significant gains in IQ (though they did not reach levels of advantaged controls, that experimental groups reached and maintained IQs at the norm level, that first and second level experimental children performed at grade level in reading and math, and that behaviors of first and second level experimental groups were at national norms. Appended are tables detailing pretest and posttest scores of experimental and control groups. (DB)
