Quantitative Analysis of the Implementation of Educational Plans in Latin America.
This paper defines an index of plan implementation and applies it to the 1960-70 educational plans of Latin American countries. Before the index is applied, variations in the value of the index are studied, with reference to the characteristics of the departments of educational planning, and the coordination of these departments with the central organisms of socioeconomic planning and with the organisms of sectoral and regional planning of education. The study shows that lacks of statistical data and qualified personnel are the main reasons for insufficient plan implementation. (Author/JF)
