Governance of Higher Education. Six Priority Problems.
Carnegie Commission on Higher Education , Berkeley, CA.
Governance in academic communities has become very complex. This report on governance is primarily concerned with six issues that are of particularly current urgency: (1) adequate provision for institutional independence; (2) the role of the board of trustees and of the president; (3) collective bargaining by faculty members; (4) rules and practices governing tenure; (5) student influence on the campus; and (6) the handling of emergencies. It also offers some general observations about campus governance and makes suggestions that go beyond the confines of the six issues above. Appendices include tables from the Carnegie Commission surveys on student and faculty attitudes; and the Carnegie Commission classification of institutions of higher education. (Author)
