Building the Concept of Comprehensive Planning into School District Organization.

The author describes the comprehensive school system planning model being utilized in Lansing, Michigan. The presentation begins with a short discussion of the need for planning, then describes how the Lansing district organized and provided the resources for planning and how the model for planning was developed. The planning model organizes the school district along the six functions considered basic for all school systems to observe and provide: planning, delivery, evaluation, communications, noninstructional support services, and instructional support services. The model is based on the premise that it is desirable for decisions to be made as close to the level of the student as is possible. (Author/DN)
