It is recommended that the digest be used in conjunction with model regulations developed by the American Speech and Hearing Association to serve the following purposes: to facilitate better understanding of legal language and the structure governing education of speech, hearing, and language handicapped children in each state; to serve as a basic reference for individuals seeking alternative legal patterns or conducting related research; and to provide a means for states to evaluate and compare their statutes and regulations with statutes and regulations in other states,.
