COPES Guide: Community College Occupational Programs Evaluation System. Subsystem: Disadvantaged.

The purpose of the COPES subsystem is the improvement of the quality and availability of occupational education for the disadvantaged student who attends a California community college. The subsystem facilitates achievement of its purpose by: (1) providing easily administered procedures for studying aspects of occupational education related to the disadvantaged student, (2) offering professional assistance in application of the subsystem, (3) encouraging the involvement of many persons with views on a college's services and offerings for the disadvantaged, (4) 3 other methods. Application of the subsystem has seven steps: college decision, preliminary contact, team formation, college orientation, completion of instruments, team site visit, and a written report.
