Action Plan for Florida's Public Libraries.

In response to the objective of providing quality library services to Florida's citizens and to supplement efforts of the Florida Library Association and local leaders, a library study commission was formed to produce an action plan for Florida's public libraries. The plan concentrates upon three principal needs of the library system: organizational redirection; financial soundness; and quality services on a comprehensive scale. In order to provide a sound basis for analyses and recommendations, these steps were followed in the preparation of the plan: Inventory existing status and performance of all public libraries in the state; Adopt standards of library services desired for all public libraries; Analyze library legislation of all states, but specifically with respect to Florida; Determine; through survey techniques, what Florida library users want in the way of future library services; Determine the reasons for non-use of the libraries by many residents of the state; Assess the role, relationship, and future needs of the State Library; and, Assess the impact of new technology upon the delivery of library services. The results of the above work provided the Commission with ample information to determine the needs and direction of the Florida public library system. This document has been prepared to convey the results of the Commission's planning activities and to document the findings of the research work leading to the plan.
