Handicapped Children Redefined--Legal Eligibility for Services Expanded.

Listed for each of the 50 alphabetically presented states are the legal definitions of handicapping conditions and age requirements to determine eligibility for public school special education programs. Explained are changes in special education laws, which have increased exceptional children's range of eligibility for special education services to below 6 and above 18 years of age in some states (some states have removed all minimum age requirements). Other changes mentioned are expansion of categories of children (such as children with handicaps resulting from rubella, or learning disabled children) eligible for programs, and endowment of the state superintendent of schools with authority to include children with handicaps who are not mentioned in listed categories.
