Final Technical Report on the Institute for Oral Language Programs for the Elementary School.

This document is a complete evaluation of a National Defense Education Act (NDEA) University of Illinois Summer Institute for Advanced Study in Oral Language Programs for Elementary Schools. The institute was designed to help teachers understand and implement fully detailed programs for oral communication instruction in self-contained elementary classrooms. The major strengths of this institute were the high quality of the instructional staff and the practical approach taken toward the subject; major weaknesses were "excessive" time spent in class and lack of small-group teaching opportunities. Overall, however, the participants were found to have significantly improved in their ability to identify, describe, and evaluate specific dimensions of oral language behavior in both laboratory and classroom situations. Many participants, in self-evaluation, cited increased confidence with the instructional technology and use of "programed" learning techniques. Also, the participants were found to be able to prepare their own curriculum materials for use in self-contained classrooms. (CH)
