Surveys of 188 transit properties and on-site visits were conducted to determine training needs of operators and mechanics in the urban mass transportation industry. Volume I presents findings and conclusions of the study with reference to survey methodology, site visit interviews and observations, questionnaire results, and specific recommendations for training development. Analyses of present and future manpower requirements and technology advances underscore the need for an industry-wide training development model. The on-site surveys included relevant non-transit training programs. A transit development model is presented along with future manpower and technology trends in the industry. Organization and operation of a training academy is also discussed. (NTIS)
