Exemplary Programs for the Handicapped. Volume I. Final Report.

Presented is the final report of a study which assessed the effectiveness of 50 Bureau of Education for the Handicapped programs and selected 17 of the programs as providing exemplary services for handicapped people in the areas of career education, early childhood education, and manpower development. Considered separately are the three phases of the study: program selection, on-site data collection, and case study preparation. The program selection phase is reported to have involved the development and revision of selection criteria, a telephone survey, staff training, and program rating and scoring procedures. Explained to be part of the on-site data collection phase are development of the case study outline and guide, the on-site pretest, and field training of staff. Actual preparation of the case studies is said to have included development and revision of the case study outline, review of pretest case studies, and case study preparation and review. Noted are problems encountered at each phase of the study. Abstracts of the case studies are presented as well as a program comparison chart. Among recommendations for further study is an assessment of the information requirements of potential program replicators. Appended are the initial and revised criteria list and weightings, forms and questions used for the telephone survey, programs' percentage scores according to program category, and the case study field guide.
