This monograph is intended for use by State education agencies (SEA's) and urban school systems as a guide to facilitate SEA/Urban school system efforts to identify urban school system needs; and to develop and to describe the roles of the SEA in assisting these systems to plan and effect improvements in education. The report also develops an operational plan, which includes a description of specific organizational structuring; and new or improved SEA/Urban school system relationships, strategies, processes, and procedures needed for implementing and carrying out the roles and actions required by both the State education agency and the urban school systems in resolving the major concerns and problems identified.
