The document reviews the basic question whether the Army could administer a modern day version of the Civilian conservation Corps (Domestic Service Corps) without reducing its contribution to the national defense effort. The Domestic Service Corps (DSC) would combine unemployed youth and Army managerial talent to resolve the urban and environmental crisis.
