State Legislation for Vocational, Technical, Adult, Manpower, and Career Education: Curriculum and Program Implications. Final Report.

This study was conducted to determine the feasibility of investigating State legislation pertaining to vocational, technical, adult, manpower, and career education and its impact on curriculums and programs. Computer search methodology was utilized to identify relevant laws in five states: Maryland, Ohio, Texas, Utah, and Virginia. Analysis of these laws indicated a wide variation of legislation among the study States. There appears to be a growing need to develop a more definitive legal basis for program and curriculum development in education. No State has comprehensive legislation. Few States have the incentive to undertake a study of the problems, analyze their legislation, and design a comprehensive coverage of appropriate legislation. It was recommended that the study results proving the feasibility of such an investigation be considered a guide and foundation for a larger effort culminating in the final design and development of a State legislation model that will provide the authority, direction, and support of curriculum and program development in adult, vocational, technical, manpower, and career education. Statute categorization forms, cross-reference matrix of identified State statutes, definitions of the major purposes for which laws have been enacted, and evaluation criteria are appended. (MF)
