This report contains the text of and the hearings on the Senate Bill which encompassed the Administration's proposal for special revenue sharing in education. The bill proposes major changes in the method of distribution by the Federal Government of federal tax dollars for elementary and secondary education. It provides for the consolidation of some 30 current categories of aid and for the distribution of these funds by the States who would receive them from the Federal Government on a formula, block grant, basis. The report contains statements by Elliot L. Richardson, Sidney P. Marland, teacher association representatives, parochial school representatives, and Senators.
