This monograph is an outgrowth of a research and demonstration project designed to experiment with technique for increasing the quantity and quality of jobs listed with a state Employment Service Branch Office in order to create the potential for increased placements. The project's basic approach has been to improve the quality and extent of relations with employers. Sections of the monograph: (1) present a rationale as to why the national and regional offices must differentiate between basic types of local offices when issuing employer service program guidelines, (2) identify and specify the elements of the basic kinds of employer service programs presently in existence, (3) identify the steps for a local office to move from one stage of its employer services to a more advanced state, and (4) suggest the necessary support for a local office to achieve a reasonable progression toward a more effective employer services program.
