This report describes the NCHEMS model which consists of a Program Classification Structure (PCS), a student flow model, and a resource requirements prediction model; these data are all used in the construction of program budgets and long range management plans. The model is reviewed in its application to the college environment. The roles of academic administrators and faculty members in the implementation of the model are discussed.
