The Universities Europe. Evolution of the Standing Conference of Rectors and Vice-Chancellors of the European Universities, 1948-1962.

The aim of the present study is to show how, as a result of the establishment in Dijon in September 1959, of a "Standing Conference of Rectors and Vice-Chancellors of the European Universities", a completely new kind of cooperation has grown up among the universities of Europe. The history of the conference, including a discussion of its ideological conception in 1948 following World War II, is presented. Discussion is centered on the following 8 areas: (1) the development of national rectors' conferences with independent general secretariats; (2) regular bilateral conferences between national groups; (3) regular meetings of the secretaries-general of the national rectors' conferences; (4) the setting up of the Standing Conference of Rectors and Vice-Chancellors of the European Universities; (5) the solution of problems arising from cooperation between autonomous universities and national governments or supranational or international political associations; (6) deliberate exploitation of the variety of university structures in Europe for the purposes of an active European university policy; (7) the development of a procedure for determining the equivalence of different courses of study of comparable standard; and (8) regular conferences of European Ministers of Education and Science.
