This document is the first part of a 3-part report on the development of a generic State Educational Agency Data Analysis Plan. It contains an overview of the entire effort and the resulting products and discusses how these products can be used by State education agencies (SEAs) as a model for their own development of specific data analysis plans. It also contains a detailed description of the developmental process that was followed in this effort. This latter product is intended to serve as a general guide to SEA personnel interested in either a further extension of the current products or an independent development of data analysis plans for their SEAs.
