This final annual evaluation of project ADMIRE describes the progress made in improving educational decisionmaking in a 5-county rural-urban area by the systematic collection, organization, and reporting of data about project schools and their populations. The five sections of the report (1) describe the organization of the report and the procedures used in developing the evaluation study; (2) summarizes the ADMIRE purpose as stated and inferred in the original project proposal and renewal requests; (3) describe the program's internal structure, organization, operational procedures, and activities conducted by the staff during the third evaluation period; (4) report the impact of ADMIRE as viewed by participants in the project; and (5) outline general findings from the various evaluation procedures.
