This civics education handbook, developed for inservice teacher training, strives to prepare elementary and secondary students to understand the complexities of American democracy, how it functions, and how it can be expanded to meet the challenges today and tomorrow. A primary objective is to make the social studies classroom a laboratory of practical democracy, directing attention to and encouraging involvement in the search for solutions to society's problems and in the decision making process. Chapter 1, "Considerations on Civic Education", summarizes basic approaches to political science emphasizing political analysis. In chapter 2, "Political Concepts in the Social Studies", basic concepts and methods of concept development are offered. "Suggested Activities in Civics Instruction for the Ninth Grade", chapter 3, presents a fully developed instructional outline utilized in Belleville Township High School, focusing on rights and responsibilities, justice, and freedom. "A Traditional American Government Course Outline" is provided in chapter 4. The last chapter, "The Case Study in Civic Education", presents sample cases based on selected concepts.
