This document is a compilation of the proceedings of the 23rd Annual State California Conference on Educational Research. The theme of the proceedings centered around accountability and curriculum. Each participant submitted his remarks on specially designed paper; each page was photographed and prepared without editing. The three general sessions covered 1) educational growth; 2) performance contracting--the Dallas experiment; and 3) teaching performance tests at three levels of accountability. Twelve symposiums included the development of behavioral objectives, the impact of program planning, the effects of accountability on evaluation and research, the legislative demand for accountability, performance contracting, and accountability in mathematics, social science, language arts, vocational education, pupil personnel services, higher education, and affective domain.
