This document is concerned with the efforts of the United Nations toward putting into concrete form the problem of adult education and its multiple aspects in an attempt to launch an attack against illiteracy. The point is put forth that one of the scandals of the 20th century is the percentage of people in the world who do not know how to read or write. Each illiterate is a burden to his community and retards progress. For this reason, there is a great need to make these adults literate. The remainder of this document is devoted the plight of the illiterate rural farmer and the need for teaching him to read. (CK)
