A striking feature of education during the last decade has been the high rate of finance and enrollment expansion that has gone hand in hand with economic growth and social development. Social demand for education has consistently run ahead of the resource provision in many countries, with the resulting paradox that education has been both the most rapidly growing sector of expenditure and the scene of much social discontent and frustration. In coming years, the accent on policies may shift to qualitative policies and planning, thus raising the question of education as a part of a social change process. Policies for educational research and development, educational innovation, and educational planning need to be discussed within this context and reoriented in light of this central concept. This report aims at consolidating the existing state of practical knowledge in this area for the benefit of those countries and individuals who find themselves faced with the need to take action.
