This report examines methods for integrating the public schools of England, Wales, and Scotland into a nationwide system of comprehensive education. "Public," within the English context, incorporates private, parochial, denominational, and boarding schools. The document includes (1) the aims and characteristics of these schools at the local level, (2) their current and capital expenditures, and (3) the relationships between the schools and central and local government. Proposals are made that would enable direct grant and independent day schools to participate fully in comprehensive education. Because of their unique character, Scottish schools are treated separately. (JF)
