Educational Electronic Information Dissemination and Broadcast Services: History, Current Infrastructure and Public Broadcasting Requirements.

This memorandum describes the results of a study on electronic educational information dissemination and broadcast services in the United States. Included are detailed discussions of the historical development and current infrastructure (both in terms of organization and physical plant) of the following services: educational radio and television broadcasting, instructional television fixed services (ITFS), information retieval (dial access) television, and closed-circuit, responsive, and cable television. The creation of the Corporation for Public Broadcasting, the Public Broadcasting Service, and National Public Radio have made it possible to develop a national base and goals for nationwide coverage. These organizations have set forth their requirements in response to the recent filing of proposals with the Federal Communications Commission by eight organizations for owning and operating domestic satellite systems. After reviewing these requirements, the authors have set forth potential long-haul telecommunications requirements for public television and radio distribution. An appendix summarizes the key features of the eight proposals and comments on their suitability for meeting the requirements of public broadcasting. (Author/JK)
