The State Agency for Title I in Tennessee completed a demonstration research project on the identification of community needs in the state in 1966. It was the purpose of this project to demonstrate at least two things: (1) a means of identifying community problems, (2) a method of opening channels of communication between professionals and lay citizens. Interviews were conducted of people who could define problems and identify those most in need of solutions. Representatives of 14 institutions of higher education collected data. Major problem areas were employment, youth opportunities, governmental leadership, and poverty. It was concluded that there were certain causal factors underlying community problems identifying conditions which should be considered in the development of a statewide, comprehensive, coordinated system of community service and continuing education programs.
