Skill Advancement, Incorporated contracted to develop and demonstrate innovative methods for training and upgrading low-skill, low-wage workers. This second volume of a four-volume report gives details of one year of developing and testing innovative training techniques, unfreezing management and union attitudes, and opening up new opportunities and creating new hope for disadvantaged workers in the New York City area. It reports a program that achieved its training objectives through the full involvement of employers in the upgrading of underutilized manpower--75 percent of whom were minority group members.
