Fiscal Capacity and Educational Finance: Variations Among States, School Districts and Municipalities. National Educational Finance Project Special Study Number 10.
Rossmiller, Richard A.; And Others
The major objectives of this NEFP satellite study were to identify in the fiscal capacities of school districts serving areas of varying economic and demographic characteristics and to assess the effect on the fiscal capacity of school districts and municipalities when all expenditures for public services by local government units are considered. Seven categories of school districts were defined according to the type of area served by the district. Factor analysis revealed that revenue from State sources was the most important contributor to variation among the categories and that expenditures for education and fire protection were the variables that contributed most frequently to significant differences among categories.
