This report is one of a series primarily intended for those preparing for educational planning and administration-- especially in developing preparing for educational planning and administration--especially in developing countries--as well as for those government officials and civic leaders seeking a more general understanding of educational planning and its role in overall national development. This booklet presents an economist's view of the problems he faces in an analysis of educational costs. The definitions of cost as used in economics are surveyed briefly, and the special case of education is considered within the framework of cost to the community. The study explores costing as an instrument of economic analysis and provides answers to questions such as how is the total cost of education assessed, what is the most helpful breakdown of cost components, and what explanatory variables account for cost trends.
