In most countries in the world, the democratization of education is a major concern of educational and social planners. This report reviews and briefly describes research and development programs in countries other than the United States. The review suggests that the concerns and the patterns being followed generally parallel activities in the U.S. "Disadvantaged" groups tend to be those of racial or ethnic minority group status, immigrants and in-migrants, and those of low socioeconomic or impoverished status. The programs are generally similar to those of the U.S., although there are some elements of difference in both problems and programs. Americans will do well to open further the lines of two-way communication to fill in knowledge gaps, bolster theory, and better understand the nature and meaning of compensatory programing.
