Minimizing the Spread in Per-Pupil Expenditures in School Finance Programs.

This paper summarizes a recent study of a mathematical approach to the allocation of State resources to local school districts. The purpose of this approach is to (1) assure the maximum utilization of resources available, (2) distribute State funds in accordance with the criteria of effectiveness imposed on the system, and (3) satisfy the budgetary and political constraints imposed on the system. The advantages of this approach are described and needs for further models are discussed. (JF)
