This report of the Committee for Economic Development focuses on findings which indicate that while American schools have succeeded with middle and upper income youth, they have commonly failed with educating disadvantaged urban youths. The report deals mainly with three groups of urban disadvantaged -- blacks, Mexican-Americans, and Puerto Ricans.
