UNISTAR (User Network for Information Storage, Transfer, Acquisition and Retrieval) represents a management system for scientific and technological information under the executive branch of the United States Government and a training exercise in the systems approach. A summary of the salient points of this study indicates that: a national policy on the goals and purposes of an information management system (IMS) must be established, the National Aeronautics and Space Administration could provide leadership for space-related data; a useful IMS should assume an active as well as a passive role; and the needs of the educational community must be considered along with those of the scientific-engineering community. The report emphasizes the preliminary design of an IMS. (AB)
