The purpose of this report, which was revised in January 1971 because the earlier version contained some errors, was to ascertain the precise level of Federal support to all institutions of higher learning and to contrast the support awarded the traditionally white colleges with that granted the traditionally black colleges. This report presents (1) a summary of the findings, which were that the Federal Government provided slightly more than $4 billion for the support of higher education of which the traditionally black colleges received $122.1 million or 3 percent, and that the Department of Health, Education, and Welfare provided 74 percent of this support; (2) a review of its significant features and some recommendations; (3) succinct analyses of the agencies' individual programs and details of the funds allocated; and (4) a recapitulation table showing the individual agencies' funding to both black and white institutions and totals.
