An Analysis and Evaluation of Federal Guidelines and State Plans for Vocational Education.

The purpose of this study was to analyze and evaluate selected aspects of federal guidelines and state plans established for the organization and administration of vocational education. Criteria for good state plans for vocational education were perfected through a review of federal legislation, state plans, related literature, and through a validation process involving a jury of experts. Using these criteria, it was then found that states are failing to assign administrative status, authority, and duties commensurate with the responsibility of the State Director of Vocational Education. It was concluded that most states deserve criticism because they have not exercised leadership in developing effective state plans in those areas in which freedom is permitted by the federal guidelines. Other findings and conclusions are included in this report along with 14 recommendations for future action. This Ed.D. dissertation was presented to the University of Oklahoma. (Author/JS)
