This report contains the proceedings of a 2-day interprovincial conference attended by 38 teachers, registrars, university professors, and trustees to discuss means of reducing the complexity of teacher certification regulations and of enabling teachers to move more freely among the various provinces. Included are four presentations on the functional approach to teacher certification including discussion of quantity and quality of teachers, salary classification, and teaching assignments; four presentations and a plenary discussion of the road to reciprocity including first steps, feasibility and desirability, and uniformity in certification in the Atlantic provinces; and group reports, discussion, and recommendations. Appendixes contain the program, a list of participants, and the resolutions adopted in which it was agreed that a degree plus a year of training was the minimum level at which reciprocity could be instituted, that attempts should be made to standardize application forms and document requirements, and that a clearinghouse of information should be established at Canadian Teachers' Federation (CTF) through which teachers could obtain information regarding the requirements and procedures of other provinces.
