[Training Evaluators of Reading Programs.]
Smith, Carl B.; And Others
The Measurement and Evaluation Center in Reading Education (MECRE), funded through the U.S. Office of Education, was designed to study evaluation procedures presently in use and to prepare materials to assist school officials in evaluating reading programs. Emphasis was to be on evaluating Title I and Title III projects, and it was hoped that weaknesses in prior evaluations of these projects would be overcome through the work of the present study. Data were collected regarding present procedures, a definition of what evaluation ought to be was formulated and the role of the evaluator was defined. Part of the project included conducting a workshop in which school evaluators were taught to use materials prepared by the MECRE staff. Included among the final report materials are descriptions of the entire project, a collection of research and opinion on the broad subject of evaluation, and a paper dealing with measurement in reading. Included as materials intended for use in training evaluators are an evaluation training package, a taxonomy of techniques for use in evaluating reading programs, and several selection and rating sheets.
