It is imperative for a successful program of technological development in urban education to understand the psycho-cultural system of the ghetto and to develop both software and hardware out of an understanding of this system, rather than to impose existing devices and techniques on it. In community-based "Learning Centers", all members of the community--people living, studying, teaching, or marketing--would have the opportunity to become involved in the solution of educational problems.
