In pilot projects at Newark and Philadelphia, the Penn Central Company used adult basic education (for the Philadelphia trainees) along with on the job training to prepare 51 low skilled, middle aged blue collar workers (mostly minority group employees of long standing) for clerical jobs in a computerized system.
