In 1965, the Committee on Appropriations of the House of Representatives provided for the establishment of a citizens advisory body to (1) make a comprehensive study of the vocational rehabilitation program and vocational rehabilitation needs, and (2) formulate goals and make specific recommendations for arriving at these goals. Among recommendations were: (1) increased federal funds and availability of funds through state rehabilitation agencies to develop programs under the auspices of other agencies, (2) encouragement of employers to set up on-the-job training programs, (3) cooperative involvement of management, labor, and government in developing approaches to employment of the handicapped, (4) preparation of more disabled persons for jobs in the distribution and service fields, (5) assurance that individuals on the workmen's compensation roles who need and can benefit from rehabilitation services receive them, (6) establishment of cooperative school rehabilitation programs, (7) provision of federal grants to correctional agencies for rehabilitation services, (8) decentralization of rehabilitation offices to provide services where people live, (9) increased employment of rehabilitation aides from neighborhoods where service is to be provided, and (10) extension of educational programs for personnel.
