People, Processes, and Time = Facilities. A "Primer" on Planning New Facilities for Junior Colleges.

The people of the facilities planning process are grouped into two teams: the educational team and the design team. The educational team is described as consisting of the institutional governing body, chief administrator, one or more administrative assistants, department heads, faculty committees, and educational consultants. The design team consists of campus planners, architects, engineers, landscape architects, interior designers, and special consultants. The processes are de"cribed as site selection, campus planning and architecture. Using the people involved in planning on a vertical scale and the processes on a horizontal scale a time chart for monitoring the construction process is illustrated and described. The major process elements of time, campus planning, programing, architecture, construction and cost estimates are examined in detail. A list of 12 selected references is included. (RLP)
