Abstract:
Concerns around the provision and retention of quality teachers are global. Amongst these concerns are the preparedness of graduate teachers and the quality and nature of teacher education. The purpose of the article is to focus questions of teacher preparedness and education within a wider discussion around the professional life-cycle of teachers. Initial teacher education is viewed as the first phase of the professional life-cycle of a teacher; part of a professional continuum of learning and expertise, rather than a distinct preparatory phase. We do not present a detailed model for this continuum; believing there is still significant work to be done on defining and delineating the levels of expertise. Such work is beyond the scope of this paper. We do provide a starting point for further consideration. Further, we suggest a scaffolded transition, determined by the learning needs of teachers, between initial teacher education and induction, moving to in-service learning, with closer connections between providers and schools to mitigate against a disconnect between these phases of development. The potential role of professional standards in supporting teacher learning across the professional life-cycle is also discussed.

Abstract:
Although there is no consensus on how to assess teacher quality, scholars do agree that the improvement of teaching is the most important step that we can take toward improving the quality of education of our students and the one that directly affects learning outcomes (Perlman & McCann, 1998). Teacher assessment has become a cornerstone issue insofar as teaching improvement is concerned; yet, there is no consensus as to what constitutes an effective assessment method (Brent & Felder, 1997; Wood & Harding, 2007). This problem particularly affects foreign language teachers. In this conceptual article, we explore and argue for a model that situates peer evaluation at the center of teacher assessment. Further, we argue that foreign language teacher assessment: 1) should include multiple types of assessments, ranging from administrative evaluations to peer observations and feedback; and 2) should primarily serve as a platform for improvement of the quality of teaching and for the teacher's growth and professional development. We conclude by identifying directions for future research examining the potential of this proposed model. (Contains 2 figures and 2 footnotes.)

Abstract:
There has been a great deal of discourse in the field of early care and education concerning the experiences, skills, competencies, and education level needed by early childhood teachers to ensure that quality teaching and learning take place in the early years. The purpose of this article is to describe an early childhood teacher preparation program developed by a Child and Family Development Department at a large, urban, state-funded university in the hopes that we can further the discourse on how the field can ensure quality teaching and learning in both ECE and university classrooms. We propose a conceptual model that is built around three key constructs: knowledge, reflection, and practice and describe our approach to preparing early childhood educators. Using qualitative data from student reflections and course syllabi and quantitative data on the experiences and perceptions of graduating seniors, we hope to present promising practices in early childhood teacher education and provide support for our contention that the quality of early childhood teacher education matters. Abstract:
The articles in this special issue make clear that the field of early education is characterized by a breadth and depth of knowledge unimaginable 200 years ago, even to someone as exceptional as Elizabeth Peabody. This radical feminist used early 19th-century ideas of the "woman's sphere" to suggest that a career in early childhood education was "the ideal solution to the problem of what educated American women should do with their lives," and she credited Froebel's "genius" in identifying a way in which women could "assume a useful role in society". While some of the field's old ideas and traditions may no longer be in the children's or the field's best interests, others ought not be so easily dismissed. This article presents a commentary on the articles included in the special issue--although they help to make the author's case--and more her ongoing reflections on how early childhood teacher educators might better conduct their business. Some of these recommendations represent iterations of old competencies. Others represent challenges to traditional interpretations of their responsibilities that may strike some as disloyal, yet may prove instrumental to their continued efforts to successfully prepare future teachers for their work with increasingly diverse classrooms of young children. These recommendations also represent another aim which is getting a seat at the "big table" where decisions are made about what constitutes ethical and effective teaching and teacher education.

Abstract:
This quantitative study investigated the relationship between teacher dispositions, subject content knowledge, pedagogical content knowledge, and reasons that school principals recommend non-renewal of probationary teachers' contracts. Principals in the Southeastern Unites States completed an e-mailed survey. Two nonparametric tests, Kruskal-Wallis and Mann Whitney U, were used to statistically analyze group responses. Principals reported that they observed most a lack of pedagogical content knowledge from ineffective teachers and they prioritized the importance of instructional skills in deciding whether to non-renew a teacher contract. Principals identified teacher integrity, dependability, and honesty as important dispositions. The studies' findings are important for universities that prepare preservice teachers and also for the planning of professional development initiatives. The study findings suggest that principals tend to view dispositions as personality characteristics rather than as teacher competencies and that teacher expertise in both subject content and pedagogy must be woven together.
