Evaluation of the Vanguard Program: A New Approach to Assessment of Programs for the Gifted and Talented.

The paper reports on the Vanguard Program, (Houston, Texas), an interdisciplinary, multilevel instructional program for gifted and creative children. The program, one component of Houston's Magnet school approach designed to comply with desegregation rulings, developed broadened criteria for identifying gifted minority students. Vanguard has expanded to 11 campuses: six elementary schools, three middle or junior high schools, a senior high school, and a new setting whcih integrates an elementary Vanguard program with hearing impaired students. Program evaluation incorporated the use of ethnographics (analytic descriptions or reconstructions of intact cultural scenes and groups that delineate shared beliefs, practices, artifacts, folk knowledge, and behaviors of groups of people). Proposed data collection techniques are described as well as evaluation sequences and monitoring and audit procedures. (CL)
