The guidelines explain the civil rights reponsibilities of recipients of federal funds offering or administering vocational education programs (effective March 15, 1979). The guidelines derive from and provide guidance supplementary to Titles VI of the Civil Rights Act of 1964 (and the implementing departmental regulation), Title IX of the Education Amendments of 1972 (and the implementing departmental regulation) and Section 504 of the Rehabilitation Act of 1973 (and the implementing departmental regulation). The guidelines give vocational schools, and state agencies administering them, guidance on how they can assure that their programs are non-discriminatory; and describe requirements in several areas, including admissions, counseling, curricula, placement, and employment. Under the guidelines, for example, it is explained that administrators of vocational training programs cannot establish geographical attendance zones or select sites for new schools which exclude minorities from opportunities offered in their programs.
