Equity in Texas Public School Finance: Some Historical Perspectives.

The history of equity concerns in Texas public school finance, spanning over a century, is reviewed in this report. Three issues related to three reform eras are discussed: equitable availability of public schooling, equal resources for schools, and school effectiveness. State responses to the issues included equalization of opportunities in rural districts, implementation of the foundation program concept, and legislative action. The most recent challenge to the school finance system--a state district court's declaration of the system's unconstitutionality in 1987--has generated research on alternative financial policies and theoretical models.
