Impact of the Convention on the Rights of the Child in Yemen.
Beatty, Sharon; Croken, Barbara; al Hamdani, Abdul Hakim; Jibran, Fatima; al Makhlafi, Saed
Nearly a decade after ratification of the Convention on the Rights of the Child (CRC), more information is needed about how it is being used to advance children's rights. The Yemen CRC Impact Study is part of the International CRC Impact Study, a project of Radda Barnen/Swedish Save the Children. The study's focus is on how and whether the Yemeni governmental and non-governmental organizations, international non-government organizations, media, research institutions, United Nations agencies, and others are changing their programming and policies in response to the CRC. Data were gathered through interviews, report and record analysis, and a survey of donor organizations. The findings indicated that there has been a modest effect of the CRC in Yemen. Institution-building and the effectiveness of programs related to the CRC are proceeding in a positive direction, but not in an even, organized, or rapid fashion. Government institutions chosen to further CRC implementation are under-resourced, have low credibility, and are not high enough in the organizational hierarchy to make real impact. For both governmental and non-governmental organizations, sustained attention is needed to essential tasks of the CRC implementation process. UNICEF has worked primarily from a basic needs perceptive until 1997 and is now developing a rights perspective, whereas Radda Barnen has acted as a catalyst to encourage governmental and non-governmental organizations to work toward CRC implementation. The recommendations from the study concentrate on institution-building rather than implementation of specific articles of the CRC, and attempt to target present weaknesses in Yemeni institutional capacity.
