The Experimental World Literacy Programme: A Critical Assessment.

In 1964, Unesco, the United Nations Development Programme, and the governments of 11 countries agreed to evolve an effective approach to the problem of world illiteracy, which included the implementation and testing of functional literacy activities. This report of the pilot projects and microexperiments attempts to present the lessons learned by those participating in the Experimental World Literacy Programme (EWLP) in Algeria, Ecuador, Ethiopia, Guinea, India, Iran, Madagascar, Mali, Sudan, the Syrian Arab Republic, and the United Republic of Tanzania. The report first analyzes EWLP vertically through project profiles of each country, providing information on specific areas (e.g., policy and objectives, participants, organization, and administration) and including a summary. The report then analyzes EWLP horizontally, examining the reasons for EWLP, the wherewithal, the implementation, and the results. An appendix contains the recommendations of the expert team on evaluation of experimental literacy projects. A bibliography is included. (JM)
